UTSA's tuition rates are actually split into two tuition funds: statutory and designated, per the TEA's Texas Education Code Section 54.051 and 54.0513. Statutory tuition is not to exceed $50 per semester credit hour[1], but designated tuition may charge any amount "that the governing board considers necessary for the effective operation of the institution"[2].
Student fees, while charged and paid along with both tuition funds, are not to be confused with tuition, though students often refer to "tuition and fees" as "tuition," whether out of expediency or confusion.

2002-present[]
In 2003, the 78th Legislature of Texas allowed university governing boards to allow the designated tuition to exceed the statutory tuition which was previously prohibited. Reasons cited were increased enrollment and the failure of the legislature to increase funding proportionally, but the state budget shortfall in 2003 might have contributed.[19] This policy change was the infamous "tuition deregulation" move.
Fiscal Services stopped mailing tuition bills to students for the Spring 2004 semester.[20]
